Apothem governance — the internal quality-governance registries and policies that every emitted artifact, release, and badge surface answers to.

This section documents the project's internal quality governance: the mandate registries that define what every emitted artifact must satisfy, the gate that checks artifacts before they ship, the inquiry categories that separate what the tooling may decide from what it must ask, and the policies that govern releases, badges, and the project's positioning.
